Despite Shaibu's absence during Thursday's session, the panel proceeded with its ruling.
Shaibu's representation, Professor Oladoyin Awoyale (SAN), cited obligations at an Abuja High Court as reason for not continuing with the proceedings.
The panel overruled the objection, leading Awoyale to request permission to withdraw.
Chairman Justice Omonuwa (Rtd) announced the adjournment, stating the panel's intent to draft its report, in compliance with constitutional requirements.
An anonymous administrative staff member confirmed the report's impending submission to Edo State CJ, Justice Okungbowa.
